He was a frequent speaker and commentator on election matters, including for the New York Times, Governing Magazine and National Public Radio.</p><p>He has been an attorney in private practice specializing in election and ethics law and served as <strong>elections counsel to the Democrats on the U.S. Senate Rules Committee. </strong><br></p><p>Doug holds a Juris Doctor from <strong>Georgetown University Law Center</strong>, a Master’s in Public Administration from <strong>Harvard’s John F. Kennedy School of Government</strong> and a Bachelor’s degree in Politics and Russian Studies from <strong>Princeton University</strong>.<br><br>He is widowed with three adult children and lives in beautiful Hanover, MN.</p>

A lifelong Minnesotan, dedicated public servant, and advocate for fair and accountable government, Doug is running to bring integrity, transparency, and meaningful reform to Washington.</p><p>“I’m not a career politician,” said Chapin. “I’m someone who has spent decades working to strengthen our democracy, from improving election systems to ensuring every vote counts. I’m running because our government must be accountable to the people, and it’s time for new leadership that puts the needs of Minnesota families first.”</p><p>Chapin plans to run a campaign focused on connection and listening. “From the suburbs of the Twin Cities to the communities across the district, I want to meet people face-to-face, understand their real concerns, and build a government that works for everyone. <p>The White House's "BIG" budget bill also slashed funding to social services and imposed strict rules (like work requirements). I will fight to <span style="color: var(--color-text-accent-secondary); text-decoration-color: var(--color-text-accent-secondary);"><strong style="color: var(--color-text-accent-secondary); text-decoration-color: var(--color-text-accent-secondary);">reverse Medicare and Medicaid cuts</strong></span> - and not just restore the lost funding but ensure that these programs are fully funded in order to keep the promises we have made to one another as Americans.</p>

I support efforts to <span style="color: var(--color-text-accent-secondary); text-decoration-color: var(--color-text-accent-secondary);"><strong style="color: var(--color-text-accent-secondary); text-decoration-color: var(--color-text-accent-secondary);">withhold ICE funding</strong></span>, even if it means a shutdown, to force ICE out Minnesota - and in Congress will seek to <span style="color: var(--color-text-accent-secondary); text-decoration-color: var(--color-text-accent-secondary);"><strong style="color: var(--color-text-accent-secondary); text-decoration-color: var(--color-text-accent-secondary);">dismantle ICE</strong></span> so this never happens again.</p>

<p>Reproductive health care decisions are purely a matter between a woman and her medical providers.<span style="color: var(--color-text-accent-secondary); text-decoration-color: var(--color-text-accent-secondary);"> <strong style="color: var(--color-text-accent-secondary); text-decoration-color: var(--color-text-accent-secondary);">I support full reproductive rights.</strong></span></p>

<p>Minnesota has a long tradition of <span style="color: var(--color-text-accent-secondary); text-decoration-color: var(--color-text-accent-secondary);"><strong style="color: var(--color-text-accent-secondary); text-decoration-color: var(--color-text-accent-secondary);">responsible gun ownership</strong></span> by citizens who purchase and lawfully carry them for hunting or self-protection - and I will defend that right. <br><br>But assault-style weapons are different; they are <span style="color: var(--color-text-accent-secondary); text-decoration-color: var(--color-text-accent-secondary);"><strong style="color: var(--color-text-accent-secondary); text-decoration-color: var(--color-text-accent-secondary);">mass killing machines</strong></span> - and I will fight to keep them off of our streets.</p>

<p>We cannot continue with a health care system that is controlled by for-profit insurance companies instead of patients and providers. I will fight for <span style="color: var(--color-text-accent-secondary); text-decoration-color: var(--color-text-accent-secondary);"><strong style="color: var(--color-text-accent-secondary); text-decoration-color: var(--color-text-accent-secondary);">new policies like "Medicare for All" or a public option</strong></span> so that people can get the care they need without fear of going broke.</p>

<p>Many Americans don't know that the taxes they pay into Social Security ("FICA" on your pay stub) are capped at incomes over $184,500. I will fight<span style="color: var(--color-text-accent-secondary); text-decoration-color: var(--color-text-accent-secondary);"> <strong style="color: var(--color-text-accent-secondary); text-decoration-color: var(--color-text-accent-secondary);">to eliminate the cap on Social Security taxes</strong></span> in order to ensure that wealthy taxpayers are fully contributing to cost of Americans' retirement.</p>

<p>The United States and Israel have a longstanding relationship dating back to 1947 - but it is undeniable that the current Israeli government is completely out of control and is engaged in what can only be described as a genocide against the Palestinian people. I support withholding or restricting aid to Israel until it end its war of terror in Gaza.</p>
